The Bay Area won't be displaced as the nation's top tech hub anytime soon but lawmakers need to recognize the dangers of bad governance that is fueling backlash  —  Silicon Valley remains the world's preeminent tech hub.  But that won't last if lawmakers there keep antagonizing businesses.
